PURPOSE:
Awarded by the BOC on September 26, 2023, for an amount not to exceed $130,523.36 for the management and operation of the Permits Unit. On October 8, 2024, the BOC approved Change Order No. 1 for an amount not to exceed $58,185.18 and ratified a thirty (30) day contract term increase effective October 1, 2024 for use of the software by the Permits Unit. On October 14, 2025, the BOC approved Change Order No. 2 for an amount not to exceed $61,094.45 through September 30, 2026 for use of the software by the Permits Unit. On December 9, 2025, the BOC approved Change Order No. 3 ratifying the addition of Animal Enforcement Services (AES) for the development and implementation of a Pet Litter Registry for an amount not to exceed $82,921.15. This contract consists of purchasing from the competitively let SWC for the subscription of OpenGov software.

RECOMMENDATION:
Recommended Action
Recommend approval of Change Order No. 4 with:

Carahsoft Technology Corp. 11493 Sunset Hills Road, Ste. 100, Reston, Virginia 20190

Amount Not To Exceed: $384,161.62

and authorize the Chief Executive Officer to execute the change order and all associated documents.
