Acceptance of 2016 SAFER Grant from U. S. Department of Homeland Security - Federal Emergency Management Agency

PURPOSE:
To accept the benefits, terms and conditions of the 2016 Safer Grant from the U. S. Department of Homeland. The grant is designed to mitigate the costs to municipalities of hiring and retaining firefighters. The benefits include $4, 917,576 in funding over a three year period of performance. The proposed period of performance will be from 2/25/18 to 2/24/2021. The grant provides for a 180-day recruitment period that began on September 1, 2017. The Federal share is $4,917,576.00 of the total approved project cost of $7,974,450.
NEED/IMPACT:
The grant will assist the fire department with staffing and deployment capabilities in order to respond to emergencies. The additional staffing of 45 firefighters will increase the department’s ability to comply with NFPA 1710 assembly requirements, resulting increase safety and efficiency in the most cost-effective manner.
FISCAL IMPACT:
Grant Funds Match. Not to exceed $3,056,874 over the three year term of the grant, beginning in DeKalb FY 2018. Anticipated annual match: maximum of 22% for DeKalb FY2018 ($664,538); maximum of 22% for DeKalb FY2019; maximum of 56% for DeKalb FY2020 ($1,727,798).
