PURPOSE:
This contract consists of the installation of approximately 10,500 LF of 12-inch and 10,500 LF pf 36-inch DIP water mains. An imminent threat to the health, welfare, and safety of people and/or property will exist if this work is not completed. The existing pipe was initially installed in 1954. Pinhole leaks caused by corrosion is causing the pipe to fail. Over the last two (2) years, the project area has had 26 confirmed water main line breaks, 15 water main leaks, and 4 emergency repairs. Service disruptions in this area could cause large revenue loss to the County and would impact residences, schools, local business, CDC, and Emory Hospital. The work will take a minimum of three years to complete. The watermain replacement will reduce health and safety risks and help minimize sanitary sewer overflows throughout DeKalb County. This request seeks to ratify the emergency purchase to replace aged and corroded pipes throughout one-third of the County.
