PURPOSE:
To consider amending the Code of DeKalb County, Georgia, Chapter 22, Article IV to adopt the attached
ordinance revisions.
NEED/IMPACT:
Illegal scrap tire dumping and other egregious littering are plaguing residential neighborhoods and business
districts across the county. This legislation is designed to seek a local approach for addressing this public safety,
environmental, and public health issue from a multi-functional strategy.
This substitute considers updated language to the original legislation proposed to address opportunities within
Chapter 22 Article IV of the DeKalb County Code. The proposed amendments strengthen regulations for scrap
tire enforcement and establish updated penalties for unlawful dumping.
