PURPOSE:
Consider approving a contract with SafeHouse Outreach, Inc. in an amount not to exceed $264,000 in CDBG-CV funding. Funding will be used to provide rental assistance and housing related costs, supportive services (including comprehensive case management), operating costs, and administrative costs to assist homeless and at-risk households with children in moving to independent living and financial stability.
NEED/IMPACT:
Data indicates that there has been a dramatic increase in homelessness among households with children without a comparable increase in Permanent or Transitional housing. This project will provide short-term housing and supportive services to assist households with children to move to independent living and financial stability.
SafeHouse Outreach, Inc., has more than 30 years' experience in providing housing and assisting households in moving to independent living and financial stability. The organization has successfully provided Permanent Supportive Housing to DeKalb County households with children for more than 4 years. Data collected during the SafeHouse Outreach Inc. service periods indicate that more than 90% of households in the SafeHouse Outreach program experienced increases in incomes and more than 90% of leavers exited to permanent housing.

No fiscal impact on the County.
