PURPOSE:

 To approve the debarment of Mr. Vaughn Irons as a licensed contractor with DeKalb County

 

NEED/IMPACT:

On December 15, 2022, the DeKalb County Board of Ethics heard the case of Rhea Johnson v. Vaughn Irons. After hearing a presentation from the Chief Ethics Officer, the Ethics Board found that Mr. Irons had violated the Ethics Code and ordered that he (1) be publicly reprimanded and (2) be permanently barred from being licensed as a contractor with DeKalb County. Under the Ethics Code, the County Commissioners must vote to approve the debarment of Mr. Irons as a licensed contractor with DeKalb County (see the below section of the Ethics Code):

 

Section 22A(k)(2) - With regard to violations by persons other than officials or employees, in addition to the remedies in paragraph (1) of this subsection, the Board of Ethics may recommend to the Chief Executive and the Commission any one or more of the following:

(A) Suspension of a contractor; and

(B) Disqualification or debarment from contracting or subcontracting with DeKalb County.
