PURPOSE:
To consider accepting $407,071 for the 2025 Local Solicitation Edward Byrne Memorial Justice Assistance Grant (JAG), to expire on September 30, 2028; and To consider authorizing the Chief Executive Officer to execute the necessary documents.
NEED/IMPACT:
The United States Department of Justice, Office of Justice Programs, Bureau of Justice Assistance (BJA), allocated funding to DeKalb County, Georgia under BJA's 2025 Local Solicitation Edward Byrne Memorial Justice Assistance Grant (JAG) in the amount of $407,071. While the grant start date was October 1, 2025, the Notice of Funding Opportunity was recently released by BJA, initiating the application process, thus the lag from grant start date to the current agenda item.
The Edward Byrne Memorial Justice Assistance Grant (JAG) Program (42 U.S.C. 3751(a)) is the primary provider of federal criminal justice funding to state and local jurisdictions. JAG funds support all components of the criminal justice system. JAG funded projects may address crime through the provision of services directly to individuals and/or communities and by improving the effectiveness and efficiency of criminal justice systems, processes, and procedures. The DeKalb County's JAG Team, which includes the District Attorney, Public Defender, Juvenile Court, Marshal, Police, Sheriff, Solicitor-General, Drug Court, and, as a subgrantee, DeKalb Schools, proposes the following funding allocations:
