PURPOSE:
To reallocate funding from the American Rescue Plan (ARP) Act - State and Local Fiscal Recovery Fund (SLFRF) and appropriate funding from FY24 operating budget

NEED/IMPACT:
In 2022, the DeKalb County Governing Authority approved $3 million from ARP-SLFRF to support $10.9 million capital projects to expand capacity at Emory Hillandale Hospital to accommodate the anticipated service demand resulting from WellStar AMC's closure and $1 million to establish the Hillandale Trauma Recovery Center. The remaining $8.9 million was to be funded through the FY2022 General Fund budget. This action reallocates funding $8,471,428.49 previously approved from ARP-SLFRF for various projects to Emory Healthcare with the balance of $428,571.51 to be paid from the FY2024 General Fund budget.

Additionally, this item appropriates $3.7 million for the buildout of the Superior Court courthouse from the FY2024 General Fund budgetary reserve and $3 million for the buildout of the Memorial Drive space for State Court Division B from the FY2024 Unincorporated Fund budgetary reserve
