PURPOSE:
CVIOG will review and analyze current service levels in unincorporated and incorporated areas of DeKalb County with special attention to the county special tax districts (Police and Designated Services) and the impact of annexation and incorporation on county government as it relates to current service delivery responsibilities and levels of service that are provided throughout the county to both incorporated and unincorporated areas in DeKalb County. The intent is to produce an analytical framework, using fiscal and service criteria developed by CVIOG, for considering proposed annexations or incorporations. Work under the contract will be carried out in partnership with the DeKalb Municipal Association.
NEED/IMPACT:
Previous annexations and incorporations have occurred in DeKalb County without adequate consideration of the effect of these actions on service delivery to the remaining unincorporated residents of the County. The goal of this study is to reach a consensus vision between the County and City governments for ensuring adequate service levels throughout the county and guidelines to inform the decision-making of both local and state elected officials regarding future development of local government boundaries and corresponding service delivery in DeKalb County.
FISCAL IMPACT:
The County shall pay to the Consultant a fixed fee of $84,000. Funding for the study was appropriated within the 2018 Planning - General Fund budget.
