PURPOSE:
To renew a contract with The Urban League of Greater Atlanta for the operation of the County’s water and sewer customer assistance programs, including the WRAP discount program, the debt forgiveness program, and the customer advocate program.
NEED/IMPACT:
This contract is needed to continue the operation of the DeKalb County water and sewer customer assistance programs.
FISCAL IMPACT:
The renewal contract totals $1,564,359 for the period from August 1, 2026, through July 31, 2027. The previous year’s contract totaled $1,254,048. The increase is primarily the result of increases in salaries and fringe benefits ($103,000), contract services ($132,000), and indirect costs ($75,000). These increases reflect the cost for a full year’s operations, versus the previous year, which were lower during the initial ramp up period of the programs.

Recommended Action
Approve the award of a contract to The Urban League of Greater Atlanta for the continued operation of the County’s water and sewer assistance programs from August 1, 2026, through July 31, 2027, and authorize the CEO to execute all necessary documents.
