PURPOSE:
The Project involves demolition of existing infrastructure and the construction of a transfer pump station, clearwells and a high-service pump system at the Scott Candler Water Treatment Plant (SCWTP) that will be delivered under a separate Design-Build Contract. This Solicitation outlined the construction management requirements that were evaluated to select the most qualified, experienced and best value Proposer for managing the construction of the Project.

The current plant operations face significant vulnerabilities, as the existing Clearwell and transfer pumps have been identified as critical single points of failure. The original aged Clearwells, in their current configuration, create a bottleneck in the treatment process, posing significant risks of service interruptions. This Project aims to eliminate these vulnerabilities by replacing outdated infrastructure with upgraded finished water storage and high service pumping facilities, ensuring operational resilience and reliability. At present, there is no emergency plan in place to address significant service interruptions. This project will mitigate such risks by modernizing the plant’s infrastructure and enhancing system redundancy.
