Resolution of the DeKalb County Governing Authority Regarding the Charter Review Commission's Report and Recommended Changes to the Organizational Act

PURPOSE:
To approve the attached resolution regarding the Charter Review Commission's Report and requesting implementation of the specific recommendations contained in that Report as identified in Attachment B.
NEED/IMPACT:
The Charter Review Commission (CRC) completed 18 months of review work in December 2023 and sent its final report and recommendations to DeKalb County and the DeKalb County Delegations to both the Georgia House and Georgia Senate. After hosting 22 meetings and 6 public hearings which all included public comment in person and electronically in its review and examination of DeKalb's Organizational Act, the CRC provided recommendations to improve DeKalb's governance structure and bring the Act up to date and in compliance with state law. After a period of review and discussion, the Board of Commissioners has identified specific recommendations it would like to see implemented, included as Attachment B. Approval of the attached resolution will show support for specified CRC recommendations and will encourage the DeKalb Delegations to both the Georgia House and Georgia Senate to review and enact those changes to the Organizational Act as contained in the Charter Review Commission Report and as specified in Attachment B during the upcoming 2026 Legislative Session, with any necessary voter referendum to be scheduled for November 2026.
