RECOMMENDATION:
Recommended Action
COMMUNITY COUNCIL: APPROVAL.

PLANNING COMMISSION: APPROVAL WITH CONDITIONS.

PLANNING STAFF: APPROVAL WITH CONDITIONS.

PLANNING STAFF ANALYSIS: The proposal to increase an existing three-person personal care home to four persons is consistent with the following policy of the 2035 Comprehensive Plan: "Increase the availability of special needs housing to meet the growing population." (Housing Policy No. 7) Expansion of the personal care home by one person is not expected to change the manner of operation such that it would create adverse impacts upon any adjoining land use. The group personal care home will function as a residence, and as such, will be compatible with the other residences on Greenvale Way and in the surrounding area. Therefore, the Department of Planning and Sustainability recommends "Approval With Conditions".

PLANNING COMMISSION VOTE: Approval with Conditions, 6-0-0. J. West moved, V. Moore for approval as recommended and conditioned by staff.
