PURPOSE:
To enter into an Agreement with the Decatur Family YMCA (YMCA) and the Decatur-DeKalb YMCA(DDY) Soccer Club to renovate and upgrade the soccer fields at Avondale-Dunaire Park.
NEED/IMPACT:
The fields are in poor condition due to heavy use and have many bare and uneven spots throughout the playing surface. The field renovation will include: Additional top soil, filling in of low spots, and installation of approximately 50,400 s.f. of Bermuda sod. Further the YMCA/DDY Soccer Club agrees to maintain the renovated fields (mowing, annual fertilization, and aeration). The Department will be responsible for proper operation of the irrigation system. The Department will provide a Facility Use Agreement which will allow priority use of the renovated field from Monday through Saturday during the soccer seasons. Further, this priority use will cover a period of 5 years to be reviewed annually during this period of time. The potential value to the soccer fields over the term of this agreement is approximately $152,000
FISCAL IMPACT:
No fiscal impact to the 2017 operating budget
RECOMMENDATION:
Recommended Action
It is recommended that the Chief Executive Officer or designee be authorized to execute all necessary documents for implementation of this agreement. Further, the Department is authorized to define the terms that authorizes an independent landscaping firm to provide the aforementioned service at Avondale-Dunaire Park on behalf of the YMCA/DDY Soccer Club.
