PURPOSE:
To revise Chapter 25 of the DeKalb County Code, as revised 1988, to allow for cost sharing between the County and property owners when sanitary sewer is extended to developed areas pursuant to a sewer petition and allow for the creation of Special Septic to Sewer Conversion Tax Districts. If approved, the revisions would cap the cost to each property owner at $7,500.00. Each property owner would pay a pro rata share of his or her share of the costs for ten (10) years as part of his/her annual property taxes. After the tenth year following the creation of the special tax district, the tax district is dissolved.
NEED/IMPACT:
Certain areas within the County are served by septic tanks, many of which are old and may potentially fail, and the cost of connecting to public sewer may be prohibitively expensive to individual property owners when the connection requires the laying of a lateral sewer. Approval of this Ordinance will allow for cost sharing between the County and the property owners and encourage connection to public sewer, which may improve the quality of DeKalb County’s streams and lakes.

Funding will be allocated from the Department of Watershed Management’s Operating Fund
