PURPOSE:
To allocate $10,000,000 from SPLOST funding to complete an emergency project, Peachtree Industrial Boulevard (PIB). The Department of Watershed Management will work contractor Ruby-Collins, Inc. to construct the emergency project Peachtree Industrial Blvd 30-inch Transmission main replacement. The project requires the installation of approximately 10,500 LF of 12-inch and 10,500 LF of 36-inch ductile iron upsizing the existing 30-inch water main. Funding for this project has been identified in SPLOST Category 1B. Total cost of project is estimated at $46,435,928 with a total amount not exceed of $10,000,000 from SPLOST funding.
NEED/IMPACT:
This project is required to prevent the eminent failure of the existing 30-inch diameter water main that
serves 1/3rd of the County's population. DWM needs to replace a critical section of the existing 30-inch water main that delivers water from the Scott Candler Water Treatment plant to the west corridor of the county through Districts 1,2 and 3. The existing pipe was initially installed in 1954. Using DWM historical data, from 1987 to 2022 the area has 26 confirmed main line breaks and 15 leaks within the project area. These breaks have primarily been small pinhole leaks caused by corrosion of the pipe material. The ongoing process of corrosion and pitting inside the water supply line eventually causes an external pinhole leak. While the leakage may appear minor, it's a major red flag that indicates serious weakening of the pipe. The continuous pinhole leaks are good indicators that the entire pipe is aged/corroded and could fail at any time...
