PURPOSE:
To appropriate $50,000 of General Fund- Planning Fund and $2,128.44 of District 6 Reserve for Appropriations, totaling $52,128.44, to Farmer D Consulting to begin development of a Bouldercrest Overlay District Master Plan as part of the Village Conservation Community as outlined in the DeKalb 2050 Unified Plan.

NEED/IMPACT:
A Conservation Village and Hamlet approach to development offers a good balance to both developers and neighborhoods in DeKalb - providing a bonus development yield for the developer while offering additional green space, healthy walkable destinations, and additional missing middle housing for neighborhoods - a much needed win/win. Our DeKalb County deserves opportunities and spaces to live healthier, happier, and more fulfilled lives. This concept's objective is to inspire, educate and empower people to grow and have walkable access to healthy food, enjoy thriving communities and preserve and restore the majority of DeKalb's remaining undeveloped forests and farmlands. This proposal for Phase III Part 2 takes a closer look at Focus Area 2 (as outlined in Phase II) and will result in an analysis of the area including identifying walkable neighborhood centers and conservation areas, site concept designs, trail mapping, general land use and zoning code recommendations, and neighborhood presentations all working towards the development of a master...
