STAFF ANALYSIS: (08.13.2026 BOC) The applicant is seeking a Special Land Use Permit (SLUP) to allow a package store in the C-2 (General Commercial) zoning district and Tier 1 of the Hidden Hills Overlay District. Pursuant to Section 4.2.8 A2 (Supplemental Regulations), package stores must be located a minimum of 600 feet from any residence, church, school building or grounds, educational facility, college campus, or adult entertainment establishment. Based on Staff's review, an institution of early childhood education is located approximately 470 feet from the subject property. The subject site is located within the Neighborhood Center (NC) Character Area and appears inconsistent with the goals and policies of the DeKalb 2050 Unified Plan.
