STAFF ANALYSIS: The applicant is seeking a Special Land Use Permit (SLUP) to allow a package store in the C-2 (General Commercial) zoning district and Tier 1 of the Hidden Hills Overlay District. Pursuant to Section 4.2.8 A2 (Supplemental Regulations), package stores must be located a minimum of 600 feet from any residence, church, school building or grounds, educational facility, college campus, or adult entertainment establishment. Based on Staff's review, an institution of early childhood education is located approximately 470 feet from the subject property. This distance was measured from easterly-most building wall of the subject property to the westerly most wall of the educational facility using the county's electronic distance measurement (EDM) tool. Therefore, the proposal does not satisfy the required separation distance.
