PURPOSE:


Recommendations for the employee and pre-65 retiree healthcare program for the upcoming 2026/27 program year.

 

NEED/IMPACT:

To ensure the County is offering affordable high-quality healthcare to employees and early retirees. The continuation of existing medical and pharmacy plans and contribution levels, while also improving the features of the Accident and Critical Illness voluntary benefit programs and introducing three (3) new voluntary products to further enhance the overall health and welfare employee benefit offering. The plan year for County employees and pre-65 retirees expires June 30, 2026.

 

RECOMMENDATION(S):

1.                     Approve Anthem and Kaiser health plans with no plan design change or rate increase for County employees and early retirees.

2.                     Approve the addition of three (3) new voluntary benefit program offerings. These new, and existing, voluntary benefits are employee-paid (no cost to the County).

i.                     Aflac: Hospital Indemnity: Provides financial support for unexpected hospital stays.

ii.                     Allstate Identity Protection: Safeguards employees against identity theft and fraud.

iii.                     Pet Partners: Offers coverage for veterinary preventive and ongoing expenses to support employees with pets.

The additional voluntary benefits represent a continuation of County-sponsored strategies to help attract and retain employees in a competitive employment environment.

$96.6 million budgetary estimate
