PURPOSE:
To pass a resolution requesting that the General Assembly convene a study committee to review annexation reform;
NEED/IMPACT:
DeKalb County’s experience over the past few years has revealed weakness in the process by which annexation disputes are reconciled. These include the scope of authority to limit annexation and the process by which annexations are arbitrated;
