PURPOSE:
Consists of a 5-year software-as-a-subscription agreement for Police Service to access the LeadsOnline PowerPlus Investigations System that will allow for the instant searching of billions of second-hand transactions from pawn shops, scrap yards and online marketplaces to identify stolen items, potential suspects and criminal activity patterns. Utilizing online databases allows for manpower to work on the cases rather than sifting through data manually and allows for a broader reach of identifying potential crimes in DeKalb County.

Recommend approval of the subscription with:
LeadsOnline, LLC, 6900 Dallas Pkwy, Ste 825, Plano, TX 75024-4200
Amount Not To Exceed: $239,484.96
and authorize the Chief Executive Officer to execute the contract and all associated documents.
