PURPOSE:
To approve additional SPLOST II C1 and District 5 funds for the construction of a new Lucious Recreation Center in Lithonia Park.
NEED/IMPACT:
Agenda item 2024-1071 was approved by the BOC on 9/24/24 and directed $10M to the project. The design was completed with CDGB funds through the Community Development Department: in early 2025, Director Allen confirmed the expected $5M of CDBG funds from HUD construction would not be available. Coordinating with RPCA Director Ellis, the SPLOST team proposed using additional SPLOST II Category C1 Parks and Recreation Facilities Funds. District 5 will also be contributing funds towards the completion of the project
FISCAL IMPACT:
And independent cost estimate completed June 26,2025 estimates the construction cost to be $14,927,457. A 10% contingency for escalating costs and other unforeseeable conditions, plus the estimated construction phase services of $108,000 to the Architect of Record - Pond and Co. - brings the total estimated construction phase cost to $16,528,203. We commend the total construction budget be increased to $17M to cover potential cost increases associated with current market conditions impacting both construction material and labor costs.

SPOST II C1 funds contributing to the build would be $15,056.,932, ($10M approved by the BOC on 9/24/24 and a requested allocation of $5,056,932).
