PURPOSE:
To approve additional SPLOST II funds for the construction of a new Lucious Recreation Center in Lithonia Park.
NEED/IMPACT:
Agenda item 2024-1071 was approved by the BOC on 9/24/24 and directed $10M to the project. The design was completed with CDGB funds through the Community Development Department; in early 2025, Director Allen confirmed the expected $5M of CDBG funds from HUD construction would not be available. Coordinating with RPCA Director Ellis, the SPLOST Team proposed using additional SPLOST II Category C1 Parks and Recreation Facilities Funds to complete the project.
FISCAL IMPACT:
An independent cost estimate completed June 26, 2025, estimates the construction cost to be $14,927,457. A 10% contingency for escalating costs and other unforeseeable conditions, plus the estimated construction phase services of $108,000 to the Architect of Record - Pond and Co. - brings the total estimated construction phase cost to $16,528,203. We recommend the total construction budget be increased to $17M to cover potential cost increases associated with current market conditions impacting both construction material and labor costs.
