PURPOSE:
To consider approving the 2025 implementation process for utilizing Community Development Block Grant (CDBG) funds that have been designated for the Summer Youth Voucher Program in the amount not to exceed $75,000 and to authorize the Finance Department to make payments to the Board of Health, who will assist in administering the program

NEED/IMPACT:
CDBG funds will provide expanded opportunities for youth from low-moderate income families to participate in positive recreational and educational programs during the summer utilizing the Summer Youth Voucher Program.
2025 funds anticipated from the CDBG Federal allocation:

$75,000 - (CDBG Funds and CDBG Program Income)

This program will be available to youths from families who are 80% or less of the median family income. In 2024, Eighty percent of the median family income for a family of four was $86,000 based on current HUD income data. The implementation of a summer youth voucher system for recreational and educational programs will empower the families to select programs of their choice from a list of participating agencies.

In addition, with the use of these funds the Parks and Recreation Department can provide additional camp scholarships to income eligible families who utilize the DeKalb County Parks and Recreation Camps during the summer. This implementation process will maximize the number of youths served by the program. In 2024, the program served approximately 250 youths utilizing 10 program providers.
