PURPOSE:
To request the Department of Planning and Sustainability staff to explore the feasibility of adopting standard dumpster requirements for apartment complexes and multi-family units by establishing either 1) a formula method based on the number of tenant residents, size of dumpsters, and other factors, 2) a standard baseline requirement, or 3) a combination of the two.
NEED/IMPACT:
Sanitation is becoming a public health concern in many apartment complexes, multi-family units, and surrounding neighborhoods in DeKalb County. Due to the rising cost of rent and lack of affordable housing, individuals and families are sharing living spaces in these small units, creating more solid and bulk waste.
Currently, owners and property managers are not required to maintain a certain number of dumpsters based on the number of residents living in these complexes. In an effort to reduce unsanitary conditions and public health concerns, the County should consider adopting an ordinance that explicitly states standard dumpster requirements.
