PURPOSE:

To authorize the allocation of $5 million dollars of ERA II grant funds, to the Housing Authority of DeKalb County, Georgia for the creation of Transitional Housing. The housing will be created to comply with the regulatory requirements for the use of the grant funds, including but not limited to the proper qualification for those housed in the facility and covenants binding the property.

 

NEED/IMPACT:

The present demand for housing by those experiencing homelessness and/or facing the threat of homelessness necessitates the creation of transitional housing options. The County may enter a subrecipient agreement to allocate grant funds to the Housing Authority to facilitate the creation of new transitional housing options and thereby "obligate" ERA II funds. 

 

FISCAL IMPACT:

$5 million in ERA II Funds.

 

RECOMMENDATION:

Recommended Action

Authorize the allocation of $5 million dollars to the Housing Authority, funds will be used for the creation of a County approved development plan to create transitional housing and the ultimate creation of the housing as indicated in the development plan and authorize the Chief Executive Officer to execute the necessary documents in a form approved by the County Attorney.
