PURPOSE:
The Lead and Copper Rule Revisions (LCRR) require all community public water systems to identify and remove lead service lines. The regulations require the County to complete a comprehensive inventory of the material composition of both the public- and private-side service lines by October 2027.

The County does not have sufficient in-house staff to verify all service lines identified by the statistical model, as such, contractor support is necessary to complete the required field verifications. This project includes meter pit inspection services for up to an estimated maximum quantity of 10,000 addresses, to identify and record the material of both the public (utility-owned) and private (customer-owned) service lines. The Contractor will be required to determine the service line material entering and leaving the meter pit for all meters serving each address provided.

This Contract is critical to ensuring the County complies with the U.S. Environmental Protection Agency (EPA) and Georgia Environmental Protection Division (EPD) Lead and Copper Rule requirements.
