PURPOSE:

To approve the 15th Amendment to the MARTA Rapid Transit Contract and Assistance Agreement

 

NEED/IMPACT:

The attached 15th amendment dated April 19, 2017 is primarily focused on expanding the MARTA project list in response to the Atlanta half-penny referendum this past November.  For the first time, one jurisdiction will have more money on the table and will assert a claim to more of MARTA's resources than the other participating jurisdictions.  This new circumstance necessitates additional safeguards as outlined in the proposed revision.

 

            This April 19, 2017 draft contains various provisions as follows:

 

1.                     DeKalb’s tax abatement provisions;

2.                     A description of system-wide installation by MARTA of benches and trash receptacles, along with weekly trash pick-up;

3.                     Provisions requiring quarterly reporting on progress of the I-20 Fixed Guideway;

4.                     Limitations on extension of the Emory/Clifton Corridor without DeKalb’s involvement and removal of parts of the S line from Exhibit A;

5.                     A new Exhibit B which is a list of contemplated projects in Fulton County; and

6.                     Provisions related to Clayton’s SPLOST funds.

To approve the15th Amendment dated April 19, 2017 to the MARTA Rapid Transit Contract and Assistance Agreement and authorize the CEO to execute all necessary documents.
