PURPOSE:

1.To consider pre-acceptance of WIOA Grants, not to exceed $ 6,500,000.00, for employment and training 
   activities for Rapid Response, Adults, Dislocated Workers, Youth, SNAP, and other like grants for PY 2017;
2.To consider authorizing the transfer of the funds when appropriate; and
3.To consider authorizing the Chief Executive Officer to execute the necessary document.

 

NEED/IMPACT:

We understand from our Granting Agency, Georgia Department of Economic Development Workforce Division, that there may be some additional funds for each grant other than what we have been allocated for PY17.  Georgia Department of Economic Development Workforce Division determines the allocations for WorkSource DeKalb.  This pre-approval will permit expeditious handling in that time is critical for the Grant execution.

The Workforce Innovation and Opportunity Act (WIOA) provides separate funding for Rapid Response, Adult, Dislocated Workers, Youth, SNAP and other like grants for employment and training activities.  These funds will be used to provide these Workers/program participants with job search assistance including labor market information, occupational trend information, resume preparation, and assistance in identifying employment opportunities available through both online and direct job sites.  In addition, funding will be used to provide interest and aptitude assessments and occupational skills training opportunities for WIOA eligible customers. No funds have been received or expended and no workforce activities are being conducted for the above mentioned grants.

100% Federal Funds - U.S. Department of Labor; no matching funds are required.

This action has been approved by the DeKalb Workforce Board.

RECOMMENDATION:

Recommended Action

Pre-Accept WIOA grants, not to exceed $6,500,000 for employment and training activities of Rapid Response, Adults, Dislocated Workers, Youth, SNAP and other like grants for PY 2017;                                                                                          Appropriate the amount of funds awarded to the Grant Fund;                                                                                                      Authorize the transfer of funds between grants when appropriate and                                                                                   Authorize the Chief Executive Officer to execute all necessary documents.
