PURPOSE:
?To consider approving the FY 2017 National Crime Statistics Exchange (NCS-X) Implementation Assistance Program: Phase V - Support for Large Local Agencies grant from the US Department of Justice, Office of Justice Programs (OJP); and
?To consider accepting $481,692 from OJP and appropriating that amount to the Grant Fund for spending in compliance with the grantor's requirements; and
?To consider authorizing the Chief Executive Officer to execute the necessary documents.

NEED/IMPACT:
The DeKalb County Police Department is taking steps to transition from the Uniform Crime Reporting (UCR) Summary style report to the National Incident Based Reporting System (NIBRS) implementation. The State of Georgia is preparing for the conversion process as a mandated function to submit data to NIBRS by 2021. All Georgia counties currently submit UCR Summary statements to the Georgia Bureau of Investigation (GBI) for crime statistics. The DeKalb County PD will be among the largest agencies to start the transition to NIBRS to be able to report more accurate and up to date crime data for the purpose of collecting, sharing, and analyzing criminal justice statistics. With the assistance of the National Crime Statistics Exchange Project (NCS-X) team, DeKalb County PD will be able to effectively communicate the transition process and how it will affect crime data for all police departments and all citizens.
