PURPOSE:
To consider authorizing the closure of Old Constitution Road from Fayetteville Road to Constitution Road; and
To consider authorizing the Chief Executive Officer to execute documents necessary to create a railroad quiet zone at the Fayetteville Road, Constitution Road, and Henrico Road crossings.
NEED/IMPACT:
Norfolk Southern trains regularly use their horns when approaching the Fayetteville Road, Constitution Road, and Henrico Road crossings. These horns are having an adverse impact on the operations of the nearby Blackhall Studios. The creation of a railroad quiet zone would limit the use of the train horns in this area. Approach medians will be installed at all three crossings to allow these crossings to qualify for quiet zone designation. To meet Federal Railroad Administration requirements, Old Constitution Road will need to be closed to all but emergency vehicles due to its close proximity to the Fayetteville Road and Constitution Road crossings.
FISCAL IMPACT:
No cost to the county. Blackhall Studios will cover the cost of the improvements needed at the three crossings
