A Resolution of the Governing Authority of DeKalb County to Request that the Members of the DeKalb Delegation to the Georgia General Assembly Give Consideration to the Payment of Franchise Fees to Counties that Provide Urban Services.

PURPOSE:

To adopt a resolution that supports the collection of franchise fees for Counties that provide urban services.

 

NEED/IMPACT:

Although funds used to pay franchise fees for utilities such as gas and electricity are often built into the rate base, residents in unincorporated DeKalb County do not benefit from franchise fees, nevertheless they contribute to the payment of these fees through the payment of their utility bills.  Consequently County ratepayers subsidize the Cities that collect franchise fees.

 

DeKalb County does not oppose cities collection of franchise fees as provided by State law.

 

However, the ability to collect franchise fees would allow DeKalb County additional resources to drive economic development in unincorporated areas.
