PURPOSE:
To authorize retaining the Carl Vinson Institute of Government to conduct a comprehensive study of municipal service delivery and the impact of annexations and the creation of new cities in DeKalb County.

NEED/IMPACT:
The DeKalb Municipal Association (DMA) desires to work with DeKalb County to review municipal service delivery within the County and examine the impact of the expansion and creation of new cities on the County government. This item authorizes the Chief Executive Officer to negotiate with DMA to determine the appropriate scope and funding for the study consistent with the proposal for services provided by the Carl Vinson Institute attached hereto as Exhibit A. The Carl Vinson Institute is offering to provide an assessment of the current service delivery responsibilities existing amongst the various cities and the County, analyze the expansion and creation of new cities and its corresponding impact on the County, with the goal of developing a consensus plan for the future development of cities in DeKalb County. A report detailing the results of the study, including all relevant data considered during the process would be produced to DMA and the County.

FISCAL IMPACT:
The Carl Vinson Institute has proposed a fixed fee of $86,000 to conduct the study.
