PURPOSE:
To consider approving the 2018 implementation process for utilizing Community Development Block Grant (CDBG) funds that have been designated for Youth Programs in the amount not to exceed $200,000 and to authorize the Finance Department to make payments to the Board of Health, who will assist in administering the program.

NEED/IMPACT:
CDBG funds will provide expanded opportunities for youth from low-moderate income families to participate in positive recreational and educational programs during the summer utilizing the Summer Voucher Program. This program will be available to youth for families who are 80% or less of the median family income. Eighty percent of the median family income for a family of four is $55,000 in 2017. Implementation of a voucher system for recreational and educational programs will empower the families to select programs of their choice from a list of participating agencies. This implementation process will maximize the number of youth served by the program. In 2017, the program served approximately 339 youth; utilizing over 30 program providers. With the additional funding in 2018 we anticipate serving approximately 678 youth.

FISCAL IMPACT:
2017 CDBG funds anticipated for the 2018 federal allocation:
$200,000 - (CDBG program income)
