PURPOSE:
After expiration of the prior HDPE pipe contract, R&D placed an unauthorized order for pipe that duplicated the last order placed under the contract. The vendor will not accept return of the pipe so the duplicate order has remained in possession of the County since January 23, 2018. P&C was recently informed of the unauthorized purchase and sought the COO’s approval to ratify the procurement. The COO has approved the purchase of the duplicate order for continuation of operations. There are currently 534 pending work orders requiring pipe to complete the work.
