PURPOSE:

To consider two (2) resolutions authorizing 9-1-1 charges on telephone services, wireless enhanced 9-1-1 charges, and prepaid wireless services.

 

NEED/IMPACT:

On July 1, 2018, House Bill 751 took effect and created the Georgia Emergency Communications Authority, which will receive 9-1-1 charges on telephone services, wireless enhanced 9-1-1 charges, and transaction fees for prepaid wireless services.  On Friday, August 17th and again on Monday, August 20th, the Association of County Commissioners of Georgia sent draft resolutions to all the counties to authorize the collection of these fees through the Georgia Emergency Communications Authority.  Counties and municipalities will no longer collect these fees directly from service suppliers, but will receive them from the Georgia Emergency Communications Authority.

 

FISCAL IMPACT:

The only change to the fees that may be assessed is an increase in the per transaction fee for prepaid wireless, which will increase from $0.75 to $1.50.  Both telephone services and wireless enhanced 9-1-1 will remain $1.50.

 

RECOMMENDATION:

Approve both resolutions authorizing 9-1-1 charges on telephone services, wireless enhanced 9-1-1 charges, and prepaid wireless services and authorize the CEO to execute the necessary documents.
