PURPOSE:

To approve an extension of the term with the Arabia Alliance who are providing oversight for the Arabia Mountain National Heritage Area Wayfinding Signage project; and to authorize the reallocation existing funds from Phase I to fund two projects from the Phase II project list. 

 

NEED/IMPACT:

The Board of Commissioners approved funding in the amount of $563,700 for Phase I and three items from the Phase II project list October 13, 2015 for the Arabia Mountain national Heritage Area Wayfinding Signage Project.  The existing contract term expires December 31, 2018 and the request is for a time extension to June 20, 2019.  The additional time required is due to a series of factors including but not limited to:

                     Availability of contractors and materials required for the granite signs

                     Permitting requirements

                     Reliance on pro-bono materials which reduced the project costs but extended project timelines

                     On-the-ground site changes such as the Rockland Road force main replacement/repairs that caused a delay in locating some of the signage within the original timeframe

 

The request also includes authorization to reallocate existing/remaining funds from the Stonecrest Mall project that was initially identified in the original scope of work (Mall Management has since declined the location of one of the wayfinding signs on this site). The reallocation will support construction of the Lithonia Gateway and the Flat Rock Gateway, both of which are included in the next phase of this project and are the next two items on the Phase II project list.  No additional funding is being requested.

 

FISCAL IMPACT:

None.  Time extension only is being requested and the approval the reallocation of existing/remaining funds

 

 

RECOMMENDATION:

Recommended Action

Approve the time extension for Contract No. 1034596 from December 31, 2018 to June 30, 2019 and authorize the relocation of existing funds from Phase I to fund the next two projects on the Phase II Wayfinding Signage Project list.
