PURPOSE:

To approve the 2010-2020 Parks and Recreation Master Plan

 

NEED/IMPACT:

In order for the DeKalb County Recreation, Parks and Cultural Affairs department to become accredited, a self-assessment must be completed internally, reviewed by the governing body of judges from The Commission for Accreditation of Park and Recreation Agencies (CAPRA) and pass an in person assessment. CAPRA’s mission is to:

1.                     Provide standards and procedures for the evaluation of public parks and recreation agencies through a program of self-evaluation and outside peer review

2.                     Confer judgment about whether agencies have met the national accreditation standards

3.                     Enhance the performance of parks and recreation agencies and improve the quality of their programs, services and facilities

4.                     Promote agencies that demonstrate overall excellence in operations management

 

Among the fundamental standards, of which all must pass, is having official approval by the governing authority on documents submitted which includes the Master Plan for the department. In the case of DeKalb County the governing authority is the DeKalb County Board of Commissioners.  The 2010-2020 Master Plan in essence has been followed to this date and will, in mid-year, begin to develop for 2020 and beyond. This approval is a formality necessary for the Accreditation for DeKalb County Recreation, Parks and Cultural Affairs. Upon approval, DeKalb County will be among the 174 out of thousands of agencies to receive National Accreditation.

RECOMMENDATION:

Recommended Action

To approve the 2010-2020 Parks and Recreation Master Plan and authorize the chief executive officer to execute all necessary documents for submission to the Commission for Accreditation of Park and Recreation Agencies for accreditation.
