PURPOSE:
To consider the transfer of $850,000 from the General Fund Account number 07530.611250.100 to the Grant Fund; Cost Center 67530 - Senior Citizens Services - project/award combination 100453/600240.
To consider authorizing the Chief Executive Officer to execute all necessary documents;
To consider authorizing disbursements under the terms of grant agreement;
To consider authorizing the Finance Department to issue payments to subcontractors using the transferred funds
NEED/IMPACT:
Each year, the County approves funding to pay for the delivery of senior services to the aging population. These services include Home Delivered Meal, Congregate Meals, Voucher Programs, In-Home Services, Transportation and salaries. $850,000 has been approved in the 2019 budget for these senior services. This amount will be added to the estimated $2,369,557 of federal and state funds that the County hopes to receive from the Atlanta Regional Commission to continue to provide aging services. The transfer of $850,000 from the general fund to the grant fund will prevent the delay in payment to the subcontractors. The department is requesting that the amount approved in the general fund for senior services be transferred each year to the grant fund project/award 100453/600240. Additionally, three (3) positions are paid from these funds; Information and Referral Specialist, Fiscal Assistant and Human Services Administrator.
FISCAL IMPACT:
There is no fiscal impact, as this action only transfers already appropriated funds.
