PURPOSE:

 To consider accepting and appropriating to the grant fund, the Federal and State funds received from the Atlanta Regional Commission (ARC) for aging services for the period July 1, 2019 to June 30, 2020; to consider authorizing the department to use the ARC funds to support the Senior Center Management and Case Management staffing costs - a total of thirteen (13) positions; to consider authorizing the Finance Department to issue payments to subcontractors using the Federal and State funds.  If the County receives more or less than the anticipated amount, an adjustment will be made to the necessary documents and programs. The estimated amount of Federal and State funds the County anticipates receiving is $2,369,557.68.

 

NEED/IMPACT:

 Human Services Department/Office of Aging, has been serving the DeKalb County senior population for the past 16 years as the County Base Aging Program/Nutrition Services Provider. The Office of Aging manages the senior services which include transportation, case management, information and referral, congregate meals, homemaker services, personal care, home delivered meals, respite care services, adult day care vouchers and transportation vouchers. On July 1, 2018, the Human Services department embarked on a new structure in which the Case Management and Senior Center Management programs were brought in-house. This led to the need to hire staff for these programs.  As a result, the funds the County will receive for Case Management will be used to pay for four (4) Case Managers and one (1) Case Management Supervisor. Additionally, the senior center staff that includes four (4) Facility Coordinators and four (4) Events Coordinator, will be paid using the Congregate Meal management funds. The estimate cost for the 13 positions is $798,000. This will continue each year until this structure is modified or no longer in existence.

 

The estimated amount that the County anticipates receiving from the Atlanta Regional Commission for SFY 2020 is $1,527,655.38 of Federal funds and $841,902.30 of State funds for a total of $2,369,557.68. There is a required County match of $162,285.32 which will be taken from project/award number 100453/600240. During the state fiscal year, the final amount awarded may increase or decrease due to budget changes in the allocation the Atlanta Regional Commission receives from Georgia Department of Human Services.  The subcontractors’ allocation will be adjusted to reflect the changes when this occurs.

 

FISCAL IMPACT:

There is no fiscal impact to the County as these are federal and state funds the department will be receiving to provide services to the seniors of DeKalb County.

 

RECOMMENDATION:

Accept and appropriate to the grant fund, the Federal and State funds received from the Atlanta Regional Commission (ARC) for aging services for the period July 1, 2019 to June 30, 2020; authorize the department to use the ARC funds to pay staffing costs for Case Management and Senior Center Management; authorize the Finance Department to issue payments to subcontractors, using the Federal and State funds given to DeKalb County; and to authorize the Chief Executive Officer to execute all necessary documents. If the County receives more or less than the current anticipated amount, an adjustment will be made to the necessary documents and programs; the estimated amount of Federal and State funds the County anticipates receiving is $2,369,557.68.
