PURPOSE:
To consider extending the time of the DeKalb County - MARTA New Freedom Program Subgrant Agreement from December 31, 2018 to December 31, 2019.eep information brief and concise.

NEED/IMPACT:
The Federal Transit Administration (FTA) provides grant funds that support a variety of transportation systems throughout the United States. Locally, Metropolitan Atlanta Rapid Transit Authority (MARTA) is the designated recipient of FTA funds and is responsible for managing and administering FTA Section 5317 New Freedom Program funds. Since 2012 MARTA has contracted with DeKalb County through the DeKalb County - MARTA New Freedom Program Subgrant Agreement to provide mobility management and transportation programs for older adults and persons with disabilities. The services provided include transportation vouchers, travel training and other services to persons who meet FTA requirements and have a disability as recognized by the Americans with Disabilities Act of 1990.
Two of DeKalb's New Freedom grants have federal funds remaining, and therefore require that the contract completion date be extended. FTA Grant No. GA-57-X002-04 has $42,310.09 funds remaining, and FTA Grant No. GA-57-X015-00 has a remaining balance of $61,151.37. These contracts have been extended each year since the original contract was executed. The department is requesting that the end date be extended to December 31, 2019 to spend down the remaining funds. There is no fiscal impact to this extension since no additional funds are being received.
