PURPOSE:
To consider approving a contract for professional services with Cyclomedia Technology, Inc. in an amount not to exceed $120,129 in Community Development Block Grant (CDBG) funds to develop a detailed, comprehensive geocoded inventory of blighted properties in the Southwest Unincorporated portion of the County.
NEED/IMPACT:
The study will provide relevant, up to date information that will effectively assist in the removal of blighted, deteriorated or abandoned buildings. The County will use this information to develop an intervention strategy for abatements and blight removal. The selected area has 43,871 parcels or 32% of Unincorporated DeKalb County. The blight inventory will provide detailed property information, current condition, concentration of blight, and the degree of severity of blighted properties. The outcome of the survey is to provide Code Enforcement with a tool to enable the In-Rem process.
FISCAL IMPACT:
2018 CDBG funds will be utilized - No cost to the County

Recommended Action
To approve the resolution and authorize the chief executive officer to execute all necessary documents. A contract for professional services with Cyclomedia Technology, Inc., in an amount not to exceed $120,129 in Community Development Block Grant (CDBG) funds to develop a detailed, comprehensive geocoded inventory of blighted properties in the Southwest Unincorporated portion of DeKalb County.
