PURPOSE:

To enter into an Agreement with the Chiefs Futbol Club to renovate the soccer fields, restrooms and concession stand at Pleasantdale Park for current and future soccer programs offered by the Chiefs Futbol Club.  The County will participate in the capital fund program by providing $500,000 from the District 1 Pleasantdale Proceeds account 104837.86101.541200.01.602028.  The Chiefs has agreed to conduct a capital campaign to raise $800,000 to implement the renovation of the Pleasantdale Park soccer facilities.

 

NEED/IMPACT:

 The Chiefs are currently serving 900 boys and girls ages three to nineteen.  The proposed improvements will allow the Club to serve approximately 1200 youths.  The upgrade and/or field expansion will increase the organization capacity to enhance the service offered to the youth in DeKalb County.  The Department will provide a Facility Use Agreement which will allow priority use of the renovated field from Monday through Saturday during the soccer seasons.  Further, this priority use will cover two five (5) year terms to be reviewed annually during this period of time.  The potential value to the soccer fields over the term of this agreement is approximately $1,300,000, with funding sources:

No fiscal impact to the 2019 operating budget

 

RECOMMENDATION:

Recommended Action

To approve the resolution approving the agreement with the Chiefs Futbol Club, Inc. and the Department of Recreation, Parks and Cultural Affairs, and allocate $500,000 from DeKalb County District 1 Pleasantdale Proceeds account 104837.86101.541200.01.602028 for the capital improvement project at Pleasantdale Park; and authorize the Chief Executive Officer to execute all necessary documents for implementation of the agreement.
