PURPOSE:
To consider entering into an Intergovernmental Agreement with the City of Stonecrest for funding the local right-of-way acquisition match for improvements on Panola Road from Fairington Road to Browns Mill Road. (This agreement does not obligate the expenditure of any county funds.);
To consider accepting and appropriating up to $4,800,000 from the Georgia Department of Transportation into a new CIP project for right-of-way acquisition;
To consider authorizing the Chief Executive Officer to execute all necessary documents for completion of the project.

NEED/IMPACT:
The Panola Road Improvement project (PI# 0006879), for which DeKalb County is the sponsor in the regional Transportation Improvement Program (TIP), includes the construction of turn lanes, sidewalk, bike lanes, and other related improvements. GDOT funding is available in the TIP to cover up to $4.8 million in right-of-way acquisition costs. Under the proposed agreement, the City of Stonecrest will fund the local matching funds, up to $2 million, from the City's SPLOST. The combined $6.8 million is estimated to be sufficient for the total cost of right of way acquisition, related right-of-way services, and final design changes. DeKalb County and the City of Stonecrest will continue to seek additional GDOT funding for the construction phase of the project, which would be needed in two or three years.

Thus this IGA would not obligate any current county funds. The $4,837,500 million included in the 2017 Referendum category 1B for federal/state matching funds for Panola Road improvements, could be made available in the future towards construction. I...
