PURPOSE:

1.                     To consider acceptance of WIOA Grants not to exceed $4,731,442 for employment and training activities for Adult and Youth eligible participants for Adult and Youth PY 2019.
2.   To consider authorizing the Chief Executive Officer to execute the necessary documents.

 

NEED/IMPACT:

We received the notice of allocation from the Technical College System of Georgia (TCSG) for Program Year 2019 awards for Adult and Youth program funds. This approval will permit expeditious handling of grant funding for both programs to ensure continuous service to DeKalb County clients for employment and training services. The allocation for PY19 Adult programs is $1,339,886, Dislocated Worker is $1,989,325, and PY 19 Youth is $1,402,231.

 

The Workforce Innovation and Opportunity Act (WIOA) provides funding for Adult. Dislocated Worker, and Youth participants for employment and training activities.  These funds will be used to provide citizens of DeKalb with job search assistance, labor market information, occupational trend information, resume preparation, and assistance in identifying employment opportunities available through both online and direct job sites.  In addition, funding will be used to provide interest and aptitude assessments and occupational skills training opportunities for WIOA eligible customers.  No funds have been received or expended and no workforce activities are being conducted for the above-mentioned grants.

 

The PY19 funding will serve approximately 225 Adults, Dislocated Workers and Youth in DeKalb County.  The goals for the programs are to meet negotiated state level performance goals for Adults, Dislocated Workers, and Youth entered employment rates of 73%, 76% and 70% respectively.

 

This action has been approved by the WorkSource DeKalb Board (WSDB).

 

FISCAL IMPACT:

No impact to County funds. 100% Federal Funds - U.S. Department of Labor; no matching funds required

 

RECOMMENDATION:

Recommended Action

                     Accept the WIOA grants, not to exceed $2,742,117 for employment and training activities of Adults and Youth Programs for PY 2019;

                     Appropriate the amount of funds awarded to the Grant Fund;

                     Authorize the Chief Executive Office to execute the necessary documentation.
