PURPOSE:

To consider adopting the attached Resolution and submitting an application to the ARC for consideration of federal funding from the Surface Transportation Block Grant (STBG) program, which includes the set-aside for Transportation Alternatives, the Livable Centers Initiative (LCI) program, and the Congestion Mitigation and Air Quality (CMAQ) program

 

NEED/IMPACT:

The ARC is designated as the Metropolitan Planning Organization for transportation planning in the Atlanta metropolitan region and has released a call for applications for federal funding under the STBG program, which includes the set-aside for Transportation Alternatives, the LCI program, and the CMAQ program for fiscal years 2020 through 2025.  To be considered for project funding, a resolution of support is required from the Board of Commissioners.  The Resolution also contains specific projects the County seeks to fund, which are taken from the adopted DeKalb County Transportation Plan.  The ARC may choose to award funds for all or none of the submitted projects and may also award an amount less than the maximum award applied for by the County.  Applications are due to the ARC by October 11, 2019 to receive consideration.

 

FISCAL IMPACT:

The local match required for these projects is proposed to be funded from the SPLOST category:  Federal and state transportation project matching funds for transportation purposes.

To adopt the attached Resolution and approve the submission of an application to the ARC for consideration of federal funding from the STBG program, which includes the set-aside for Transportation Alternatives, the LCI program, and the CMAQ program.
