PURPOSE:
To amend the 2020 DeKalb County budget for departments under the supervision of the CEO and the Board of Commissioners to clarify that the Personal Services component of the annual budget is budgeted for each department at a monthly rate not to exceed 8.75% of the annual appropriation plus any portion of personal services budget capacity not previously expended in the current fiscal year. The annual personal services budget for each affected department remains unchanged.
NEED/IMPACT:
The Annual budget as adopted by the Governing Authority is predicated on the assumption that monthly expenditures for personal services will accrue at a uniform rate over the course of the year. This resolution formalizes this assumption, providing a margin of flexibility of 5% of the monthly budget, plus any prior unexpended capacity from within the departmental personal services budget.
