PURPOSE:

On March 27, 2020 the federal government passed the CARES Act for the purpose of providing fast and direct economic assistance for American workers and families, small businesses, and preserve jobs for American industries. Under the CARES Act DeKalb County was awarded a federal grant of $125,341,475.20 from the Coronavirus Relief Fund. The county received $125,341,475.20 on April 24, 2020. This action accepts the funding from the federal government.

NEED/IMPACT:

The CARES Act provides that payments from the Fund may only be used to cover costs that -

1.                     are necessary expenditures incurred due to the public health emergency with respect to the Coronavirus Disease 2019 (COVID-19);

2.                     were not accounted for in the budget most recently approved as of March 27, 2020 (the date of enactment of the CARES Act) for the County; and

3.                     were incurred during the period which begins on March 1, 2020 and ends on December 30, 2020.

FISCAL IMPACT:

These funds will supplement the County’s budget up to $125,341,475.20 for qualifying costs incurred as a result of the COVID-19 public health emergency.

RECOMMENDATION:

Recommended Action

To accept accept the COVID-19 grant funds; the appropriation of those funds to the COVID-19 Grant Fund #258 and the authorization of the execution of all necessary documents by the CEO or his designee.
