PURPOSE:

To consider accepting a grant award in the amount of $2,100,586.28 in federal and state funds from the Atlanta Regional Commission with the required match of $133,510.72 for senior services for the period of July 1, 2020 through June 30, 2021 and to appropriate the funds to the grant fund.

 

NEED/IMPACT:

The Human Services’ Office of Aging has provided services to DeKalb seniors for the past 17 years as the designated County Based Agency for DeKalb County. Services provided include: transportation, case management, congregate meals, home delivered meals, personal care, homemaker services, respite care services, adult day of vouchers and transportation vouchers. 

 

Transportation services allow seniors to travel to dialysis and to medical appointments as well as to travel to senior centers.  Case Management services provide seniors with advocacy, information and referral to a variety of senior services. Congregate Meals are lunch meals served at the County’s neighborhood senior centers. Seniors that cannot attend a senior center receive meals delivered to their homes through the home delivered meals program.  These grant funds also allow the County to distribute a number of vouchers for adult day services for seniors that are not able to stay at home alone during the day.

 

Seniors who receive these essential services are able to enhance their overall quality of life and remain in their homes and communities.  The Atlanta Regional Commission (ARC) has awarded DeKalb County with approximately $2,100,586.28 in state and federal funding for SFY 2021 for the provision of services for seniors living in DeKalb from July 1, 2020- June 30, 2021 and there is a required County Match of $133,510.72 which will be taken from project/award number 100453/602152. If approved, the Department will use this funding from ARC to support the following staffing costs: four (4) Facility Coordinators, four (4) Assistant Center Managers, and five (5) Case Managers. The estimated cost for these thirteen (13) positions is $673,855.

 

FISCAL IMPACT:

While a County Match is required, there is no additional fiscal impact to the County as the Match amount will be taken from funds already allocated by the County for senior services through Award #602152.

 

RECOMMENDATION:

Recommended Action

Accept the grant award in the amount of $2,100, 586.28 from the Atlanta Regional Commission; appropriate the funds to the grant fund, authorize the Human Services Department to use funds to support the staffing costs of thirteen positions; authorize the Finance Department to issue payments to subcontractors and to issue payments to persons funded by the thirteen positions and to authorize the Chief Executive Officer to execute all necessary documents.
