PURPOSE:

To consider approving the Intergovernmental Sewer Cooperation Agreement between Fulton County and DeKalb County.  The agreement will allow the Department of Watershed Management to release raw sewage into Ball Mill Creek Drainage Basin.

 

NEED/IMPACT:

Ball Mill Creek Drainage Basin is located at the county-lines of DeKalb and Fulton County north of the Nancy Creek Sewer Basin.  Due to the topography/ridgeline and the flow of the creek, the sewage is directed to Fulton County for processing.  This IGA allows Fulton County to treat the sewage and it also permits DeKalb County to pay for the treatment processing on a monthly basis. 

 

FISCAL IMPACT:

The Department of Watershed will pay Fulton County $1.92 per 1,000 gallons not to exceed 1,250,000 gallons per day.  Flows exceeding the reserved capacity will be billed at a wholesale rate of $4.66 per 1000 gallons.  Flows are monitored prior to entering the basin in which this data is used to confirm the billings from Fulton County.

Recommended Action

Department of Watershed Management recommends approving the Intergovernmental Sewer Cooperation Agreement in a form acceptable to the County Attorney and allowing the Chief Executive Officer to execute all necessary documents.
